City grants

The City of Porvoo provides grants to associations, organisations, communities, individuals and private individuals for various purposes.

Grants available annually in March 2025

The application period starts on March 1st and ends on March 31st at 11:59 PM.

Applicants can apply for most of the grants provided by the City of Porvoo annually during March.
These grants are:

  • General Grant for Sports 
  • General Grant for Youth Services and Project Grant for Youth Services 
  • Project Grant for Cultural Activities and Artist Grants
  • Grant for Community Spirit  
  • Grants for Adult Education Centre’s Student Unions
  • Rental Allowance for Sport Services
  • Private Road Maintenance Grant
  • Private Road Improvement Grant

Grant policies and guidelines

Porvoo has an electronic application system for grants on the ePorvoo website. It is advisable to start the grant application process early. Make sure you have the necessary attachments ready. Finally, remember to submit the application.

The grant procedures follow the general grant principles established by the Porvoo City Executive and the grant criteria and guidelines established by the Committees.

In Suomi.fi e-Authorizations, private persons, companies and organisations can authorise someone else to act on their behalf.


Uniform criteria for grants

The uniform criteria for awarding grants shall be used for the following grants in the vitality sector:

  • General Grant for Sports 
  • General Grant for Youth Services and Project Grant for Youth Services 
  • Project Grants for Cultural Activities and Artist Grants 
  • Grant for Community Spirit 
  • Grants for Adult Education Centre’s Student Unions 

When considering the appropriateness and amount of the grant, the amount, nature and extent of the activity shall be considered.

Only the information provided on the grant application form will be considered in decision-making. These criteria for awarding grants have been considered in the information requested by the application, so the applicant does not need to structure the application according to these criteria. Answering the information fields of the application form truthfully is enough.

1 What types of activities are not eligible for grants: 

  • An activity that is directly linked to business or for which the central purpose is fundraising.
  • The same activity that the city acquires as a purchasing service. 
  • Regranting.
  • The City’s own activities or activities aimed at financing its own activities.
  • Activities that the City of Porvoo is already assisting with other types of grants.
  • Provisioning services that fall under the Act on Public Procurement and Concession Contracts 1397/2016.
  • Religious practice, political party activity or trade unions.  

2 Expenses for which Porvoo does not grant grants: 

  • Renting expenses of premises owned by the City of Porvoo. 
  • Other purposes than those mentioned in the grant application and decision.  
  • Costs of a project carried out in the previous calendar year, excluding grants for physical activity. 
  • Expenses for building and repairing property, or for repairing or moving workshops/offices.
  • Foreign travel costs.
  • Qualification fees, tuition fees, course fees for private persons, including course fees for Adult Education Centres.
  • Purely marketing costs. 

3 Location-related criteria: 

  • The applicant must be a resident in Porvoo or the activities for which the grant is applied for must be directed at the city or residents of Porvoo. 
  • The grant cannot be awarded to a national umbrella organisation. 

4 Criteria relating to the grant application, the information to be submitted and the attachments:

  • The application must be submitted within the indicated application period via the electronic application service. 
  • Association applicants have submitted the association’s annual report and financial statements for the previous financial year together with the annual audit reports. The association applicant must have been in operation for at least one year. This does not apply to associations that have been established from a section of a previous association or from some other part of the activities of a previous association, or associations that have been formed by combining all or part of the activities of two or more previous associations. In these cases, the association applying for a grant must submit the previous financial year’s report and the financial statements of the previous financial year.
  • A working group or private person applying for grant must submit CVs of the persons in charge or some other summary of the corresponding activities previously carried out and previous competence of the persons in charge.
  • If person or group has also received a grant in the previous year they must submit a breakdown of the use of the grant received from the City of Porvoo in the previous year on the application form.
  • If additional information or material is requested from the applicant to support the grant decision, the applicant shall submit such additional information and material within the stated deadline. Additional information and materials requested may include the rules of the association, the action plan and budget for the current year, or clarifications to the information provided on the application form.   The grant cannot be awarded at all to an applicant if all criteria 1–4 are not met.
